In order to achieve the grand vision of Indonesia Emas 2045 (Golden Indonesia 2045), it is imperative for the country to optimally utilize the demographic bonus. It is essential for the government to continue striving for the improvement of the quality of education in Indonesia to ensure the realization of a high-quality human resource development.
The Coordinating Ministry for Economic Affairs, through the National Council of Special Economic Zones (SEZ), is implementing this effort by organizing Foreign Higher Education Institutions (PTLN) in the SEZ Singhasari, located in Malang Regency, East Java Province. The plan to host PTLN in the SEZ Singhasari is carried out through the establishment of Place Based Transnational Education (Place-Based TNE) by King’s College London (KCL).
The signing of the Memorandum of Agreement on the implementation of Place-Based TNE at the SEZ Singhasari took place on October 23, 2023. The presence of KCL at the SEZ Singhasari is expected to serve as a role model for the development of the education ecosystem in Indonesia in the future.
The infrastructure provision for the operationalization of KCL in the initial phase at the SEZ Singhasari will be facilitated by the SEZ Singhasari. Subsequently, the infrastructure provision for the following phase will be carried out through a collaboration with the University of Muhammadiyah Malang with the construction of the Center for Future Work.
In terms of the educational programs at KCL, the initial focus will be on digital economy through the MSc Digital Economies Program in September 2024, followed by the MSc Digital Futures Program in January 2025. These programs will be prioritized to prepare graduates who are ready to meet the demands of the current digital era job market, thereby enabling Indonesia to compete at a global level.
In the future development plan, a new program will be launched each year. The proposed subsequent programs include MSc Digital Law in the 3rd year, MSc Psychology in the 4th year, and MSc Cyber Security in the 5th year. Additionally, the intake of new students in the first 3 years is targeted to reach 387 students.
In regards to the financial needs of the students, the Education Fund Management Agency (LPDP) has committed to supporting approximately 275 students with an allocation of Rp126.5 billion (excluding living costs and others).
The funding support takes into account various factors such as Demand Risk (KCL is new in Indonesia), good public-private partnerships (provision of scholarships to optimize KCL in Indonesia), export substitution (retaining foreign exchange for education costs), and cost savings (increased number of students and more efficient costs).
